About the Family and Childcare Trust

The Family and Childcare Trust is a leading national family charity in the field of policy, research and advocacy on childcare and family issues, with over 40 years’ experience in making things better for families.

Our vision is a society where all families are well-supported and have genuine choices about their lives. Our mission is to make the UK a better place for families, achieving positive change for children via parent-led solutions.

What we do

Our approach is to listen, innovate, advocate and support, in order to achieve long lasting change for all families. We focus particularly on those who face disadvantage or multiple challenges, including social exclusion, precarious work conditions and poverty. Our on-the-ground programmes and services with parents and providers inform our research and campaigning priorities. In turn, our research produces evidence and insight that informs our work with families, policy makers and providers.

We focus most of our efforts on the early years, particularly childcare and early years education, as research shows that this is the most critical period for ensuring children grow up to live healthy and happy lives. Childcare is part of our infrastructure, as vital as the roads and railways in enabling our country to run. It enables parents to work, raising family incomes and providing employers with a reliable workforce. High quality childcare boosts children’s development, setting them up to achieve at school and beyond. Our annual Childcare Survey is the definitive report on whether there is enough childcare and what it costs in the UK.

We work with local authorities, schools and providers of family services to support and train them to deliver government initiatives and improve their quality of provision. We run a range of parent- led programmes aimed at providing support for parents. Our research reveals new insights and helps us formulate innovative policy solutions to ensure families are supported and have genuine choice.

Our parent-led programmes

We run a range of parent-led programmes aimed at providing support for parents in the everyday but not-always-easy job of being a parent. Many of these focus on supporting parents to build the extended support networks that other parents can take for granted.

Young Dads Collective

Young dads can find it very difficult to access the support they need to be positively engaged in family life and with their child’s development. The Young Dads Collective believe that as ‘experts by experience’ young dads are the best people to make change for themselves and their peers. It aims to reduce the levels of isolation and poverty experienced by young dads under the age of 25.

Parent Champions

Parent Champions are parent volunteers who give a few hours a week to talk to other local parents about accessing childcare and other local family services. Family and Childcare Trust developed our Parent Champions programme to help parents who miss out on vital information. The Parent Champions model is delivered by parents for parents, with the support of a local authority, children’s centre or local community organisation.

Little Village

We’re supporting the expansion of Little Village, a baby bank scheme that collects good-quality baby clothes and equipment, donated by local families, and works with health visitors and children’s centres to make sure this kit gets to families that can’t afford it. Little Village promotes sustainable living and makes it as easy as possible for local families to support each other.

Childcare cooperatives

Cooperative childcare – run by parents, for parents – has the potential to expand provision of low-cost local childcare. Childcare cooperatives usually ask parents to work a certain number of sessions a year in order to keep costs down. The Family and Childcare Trust is working on a feasibility study with the New Economics Foundation on expanding the cooperative childcare model. More info coming soon.

Baby boxes

We’re fundraising to pilot the provision of baby boxes inlocal authorities in the UK. In Finland, all parents of newborns get a ‘baby box’ from the state: a small box that contains a mattress, bodysuits, a sleeping bag, nappies and bedding. The box can function as the baby’s first ‘bed’. Baby boxes have been partially credited with declining child mortality rates in Finland over the last few decades. More info coming soon.

Our research and campaigns

Our research and advocacy focuses on making Britain as supportive of fulfilling family lives as possible, and on holding central and local government to account for doing all it can to remove barriers for families.

By revealing new insights into family life in the UK and formulating innovative solutions, our research aims to push the envelope on how families are supported in the UK. One of our flagship research projects is an annual survey of childcare costs, providing government, parents and charities with a reliable indicator of what’s happening to the cost of childcare in Britain.

Our consultancy and training

Our network of expert consultants work with local authorities and providers of family services such as childcare providers, to support them to deliver government initiatives and improve their quality of provision.

David White, Chair trustee

David White (Chair)

David White is Managing Director of Creative Auto Enrolment and is pioneering end-to-end help for UK businesses that need to meet the Pensions Auto Enrolment challenge. Previously, David was Chief Executive of The Children’s Mutual where he was responsible for leading a period of unprecedented growth in the number of customers, sales and embedded value in the society. He has been a member of the ABI’s Consumer Strategy Committee and also a Steering group Member for the FSA’s initiative on Financial Capability (now MAS). David is a member of the Policy Advisory Council at IPPR, a Trustee of pfeg (the personal finance education group) and on the Board of TISA (Tax incentivised savings association).
Carole Ward, Trustee

Carole Ward

Carole started her career with Barings Bros Merchant Bank. She then went on to manage and set up new branches for a Recruitment Agency specialising in banking and stockbroking staff in City of London. Carole moved into teaching information and communications technology to adults and joined a local authority where she acquired extensive expertise on the Family Information Service (FIS) - shaping its service delivery from concept, working with the Department for Education (DfE) and later as part of the national project. Carole also worked with colleagues on the NAFIS steering group and the DfE to shape a sector specific City and Guilds Qualification in IAG, Level 3 and 4. Carole’s vision is to build upon the effective joint working between Family and Childcare Trust and FIS to improve the delivery of quality childcare and family information.
Martin Pilgrim, Treasurer

Martin Pilgrim (Treasurer)

Martin began his working life as a local government accountant but for most of his 39-year career worked for bodies representing local government on a wide range of policy issues. His last job before retirement was Chief Executive of London Councils. Martin is a member of the Chartered Institute of Public Finance and Accountancy. Since his retirement, Martin has had a number of different roles in the not-for-profit sector. He was a director of Film London. At The Prince’s Trust, he was Chair of the London Regional Council and Chair of the England Council, and a Trustee of The Trust. Martin was also a member of the National Advisory Board. More recently, Martin has chaired the London Sustainability Exchange since 2007. He is a board member at the Family Rights Group, a trustee of the Young Women’s Trust, of Swanswell and of the Diana Award.
Chris Pond, trustee

Chris Pond

Chris is Partner and Head of Public Affairs at Kreab Gavin Anderson. He was previously Director of Financial Capability at the Financial Services Authority, and Chief Executive of One Parent Families/Gingerbread. Before then he was the MP for Gravesham, and Parliamentary Under Secretary of State in the Department for Work and Pensions, Parliamentary Private Secretary in the Treasury as well as a member of the Social Security Advisory Committee. Before entering Parliament, Chris was Director of the Low Pay Unit. He is also Chair for the Standards Board of the Equity Release Council and Director of Cape Claims Services Ltd. He is currently chairing a working group on debt, for the Centre for Social Justice.
Sarah Jane Butler, trustee

Sarah-Jane Butler

A senior finance lawyer, Sarah-Jane set up her own business in 2011 advising companies on employee benefits and family rights within the workplace. Parental Choice now provides corporates and their employees with childcare search, HR and payroll services. In 2014, she was recognised by Brummell Magazine as one of the City’s Top Inspirational Entrepreneurs, whilst Parental Choice was named as one of the Top Ten SME Employers of the Year 2015 by Working Families. Sarah-Jane is a member of the CIPD Policy Forum and has been involved with government consultations on childminder agencies and the National Living Wage and has spoken at government policy briefings on topics such as gender equality.
Ken Hogg, trustee

Ken Hogg

Ken Hogg has more than two decades of experience in the insurance industry including stints with MGM Advantage, where he was Chief Financial Officer, and AIG Life UK, where he was Chief Operating Officer. He was also with AEGON, where he served in various roles. These include Marketing Director of the UK business, as well as leading roles in setting up two new life offices. These were AEGON’s Scottish Equitable International subsidiary in Luxembourg (where he served as Chief Actuary), and the India-based joint venture between AEGON and its local partner (where he served as Sales and Marketing Director). Ken has also served as a Trustee of pension schemes, and as member of CBI Council.

Rebecca Asher

Rebecca Asher is a writer and researcher, specialising in social policy issues. She has worked in television news and current affairs and as the Deputy Editor of Woman’s Hour and an Executive Producer at BBC Radio 4. She is the author of Shattered: Modern Motherhood and the Illusion of Equality (Harvill Secker, 2011) and Man Up: Boys, Men and Breaking the Male Rules (Harvill Secker, 2016).

Julia Margo, Chief Executive at Family and Childcare Trust

Julia Margo, Chief Executive

Julia was previously Director of Consumer Insight at Which. Prior to this she spent 10 years in think tanks as the Deputy and Acting Director of Demos and Associate Director and Head of Strategic Research at the Institute for Public Policy Research (ippr). She was also Editor of Public Policy Research (now known as Juncture) the leading policy and politics journal published by Wiley-Blackwell. In her earlier career she spent four years as a commissioning editor for the Sunday Times’ News Review, and spent time as a parliamentary researcher for several MPs.

Julia is a regular commentator in the international and national media. She is an experienced chair and public speaker on a wide range of subjects and has published extensively in the areas of family, education and social policy. For appointments please, email Hannah French, Office Manager.

Ellen Broomé, Chief Executive at Family and Childcare Trust

Ellen Broomé, Chief Excecutive

Ellen was Director of Policy and Public Affairs at the Children’s Society. During her time there, she instigated a parliamentary inquiry into children going missing from care, which led to significant reforms to tackle child protection failures. 

She also secured significant concessions to the Welfare Reform Act and most recently led the organisation’s campaign for free school meals, which led to the government announcing the introduction of free school meals for all children in infant school. 

Ellen has also worked for National Autistic Society (where she led the organisation’s work on the Autism Bill), in the private sector for Hill & Knowlton, and in Parliament.

Sue Murray-Johnson, Director of Finance and Resources

Sue joined the Family and Childcare Trust in April 2014 as Director of Finance and Resources.  She has worked in the voluntary sector for over 25 years, most recently in similar finance and resources roles in a wide range of organisations.  She was the Deputy Chief Executive at the British Society for Rheumatology for 9 years, where she managed the Operational Services department with responsibility for finance, HR, membership, office and premises, and governance.  Previously, she was Director of Finance and Administration at ARTICLE 19, and Resources Manager at the Haemophilia Society.

How we decide how much we pay our staff

Family and Childcare Trust is committed to ensuring that we pay our staff fairly and in a way which ensures we attract and retain the right skills to have the greatest impact in delivering our charitable objectives.

In accordance with the Charities SORP, the Companies Act 2006, and the Charities Act 2011, FCT discloses the following:

  • All payments made to Trustees (no Trustees receive ‘pay’ although they are entitled to claim for appropriate expenses)
  • The number of staff in receipt of more than £60,000 (in bands of £10,000)
  • Pensions and other benefits

In addition, Family and Childcare Trust has considered the recommendations set out in the NCVO ‘Report of the Inquiry into Charity Senior Executive Pay’ published in April 2014, and has followed these where appropriate.

Family and Childcare Trust has a Pay Strategy and Policy which provides a framework within which decisions about pay and remuneration for the organisation can be made. The policy is reviewed annually by the Finance, Risk and Audit Committee (FRAC) in order to ensure that the content remains appropriate, conforms to current employment legislation and enables staff to understand how decisions are made. The implementation of the pay strategy is the responsibility of the Board upon recommendation of the FRAC.

The main responsibilities of the FRAC, in relation to pay strategy, are:

  • Annual review of the pay grades to ensure that Family and Childcare Trust salaries remain competitive, within budgetary constraints
  • In conjunction with the Chair of the Board, to determine the remuneration package of the CEO
  • Make a recommendation to the Board for the annual percentage increase in the payroll for all staff (which can be zero) taking into account RPI as at 31 December in the previous year
  • To consider, and recommend as appropriate, any pay awards outside of the annual review and budget-setting processes, as recommended by the CEO
  • To review and determine the pension arrangements
  • To ensure that contractual terms on termination are fair to both the individual and the charity, that poor performance is not rewarded and a duty to mitigate loss is recognised

Our remuneration policy

The objective of the policy is to ensure that the CEO and staff team are provided with appropriate incentives to encourage enhanced performance and are, in a fair and responsible manner, rewarded for their individual contributions to the success of the charity. The appropriateness and relevance of the remuneration policy is reviewed annually including reference to comparisons with other charities ensuring Family and Childcare Trust remains sensitive to the broader issues, eg. pay and employment conditions elsewhere.

We aim to recruit, subject to experience, at the lower to medium point within a pay band, providing scope to be rewarded for excellence. We do not employ interns without pay and we pay the London Living Wage for all staff.

Delivery of Family and Childcare Trust’s charitable vision and purpose is primarily dependent on our staff, which is the largest single element of charitable expenditure. In 2015 - 16 Family and Childcare Trust awarded staff a 1 per cent cost of living uplift in salary. One member of staff earned more than £60,000 in the year.
